A Profile of non?GM Crop Growers in the United States

Abstract

Summary In the US, the management of coexistence between GM and non‐GM production systems has been left to market forces. Non‐GM growers in the US assume the responsibility and costs of coexistence and, in turn, are compensated in the form of price premiums paid for non‐GM crops. Using a producer survey we find that non‐GM corn and soybean growers in the US are commercial farmers not much different in size, asset ownership and demographic characteristics to farmers that only grow GM crops. Non‐GM growers seem to self‐select and participate in non‐GM production because they have fields that are sufficiently isolated and enough storage and labour to facilitate segregation. They grow non‐GM crops primarily to improve farm profitability, diversify and manage financial risk. Importantly, coexistence issues are not perceived to be major constraints by most non‐GM growers and even by a significant share of farmers who do not produce non‐GM crops. This is an important insight as farmers' perceptions are shaped within the context of the widespread adoption of GM crops in most US corn and soybean production regions. Furthermore, these views do not seem to suggest the presence of market failure in ensuring the coexistence of GM and non‐GM corn and soybean production in the US. Les cultivateurs de plantes non‐GM des États‐Unis assument la responsabilitĂ© et les coĂ»ts de la coexistence et sont compensĂ©s en retour par une prime de prix pour les cultures non‐GM. À partir d'une enquĂȘte de producteurs, nous trouvons que les cultivateurs de maĂŻs et de soja non‐GM aux États‐Unis sont des agriculteurs commerciaux pas trĂšs diffĂ©rents de ceux qui ne cultivent que des plantes GM en termes de taille d'exploitation, de propriĂ©tĂ© des actifs et de caractĂ©ristiques dĂ©mographiques. Les cultivateurs de plantes non‐GM optent eux‐mĂȘmes pour une production non‐GM parce qu'ils ont des champs suffisamment isolĂ©s et des capacitĂ©s de travail et de stockage permettant de faciliter la sĂ©grĂ©gation. Ils cultivent des plantes non‐GM principalement pour amĂ©liorer la profitabilitĂ© de leur exploitation et pour diversifier et gĂ©rer les risques financiers. Il est important de noter que la plupart des cultivateurs de plantes non‐GM et mĂȘme une partie non nĂ©gligeable des cultivateurs qui n'en produisent pas ne considĂšrent par les questions de coexistence comme des contraintes majeures. In den USA wird die Regelung der Koexistenz von Produktionssystemen fĂŒr den Anbau von genetisch verĂ€nderten und nicht genetisch verĂ€nderten FeldfrĂŒchten den Gesetzen des Marktes ĂŒberlassen. Die US‐amerikanischen Anbauer von nicht genetisch verĂ€nderten FeldfrĂŒchten ĂŒbernehmen die Verantwortung und die Kosten der Koexistenz und werden dafĂŒr in Form von PreisaufschlĂ€gen entschĂ€digt, die fĂŒr nicht genetisch verĂ€nderte FeldfrĂŒchte erhoben werden. Einer Erhebung bei Erzeugern zufolge handelt es sich bei den US‐amerikanischen Anbauern von nicht genetisch verĂ€ndertem Mais und Soja um kommerzielle landwirtschaftliche Betriebe, die sich in Bezug auf die BetriebsgrĂ¶ĂŸe, den Vermögensbesitz und die demografischen Merkmale nicht wesentlich von den Betrieben unterscheiden, die ausschließlich genetisch verĂ€nderte FeldfrĂŒchte anbauen. Anscheinend entscheiden sich die Anbauer von nicht genetisch verĂ€nderten FeldfrĂŒchten bewusst fĂŒr dieses Produktionssystem, weil sie ĂŒber AnbauflĂ€chen mit ausreichenden SicherheitsabstĂ€nden und genĂŒgend LagerungskapazitĂ€ten und ArbeitskrĂ€fte fĂŒr die Trennung verfĂŒgen. In erster Linie bauen sie nicht genetisch verĂ€nderte FeldfrĂŒchte an, um die RentabilitĂ€t ihrer Betriebe zu verbessern und um finanzielle Risiken breiter streuen und besser steuern zu können. Außerdem empfinden die meisten Anbauer von nicht genetisch verĂ€nderten FeldfrĂŒchten und auch ein signifikanter Teil derer, die genetisch verĂ€nderte FeldfrĂŒchte anbauen, Aspekte im Zusammenhang mit der Koexistenz nicht als starke EinschrĂ€nkung. Dies ist eine wichtige Erkenntnis vor dem Hintergrund, dass die flĂ€chendeckende EinfĂŒhrung von genetisch verĂ€nderten FeldfrĂŒchten in den meisten US‐amerikanischen Anbaugebieten fĂŒr Mais und Soja die Wahrnehmung durch die Landwirte prĂ€gt. DarĂŒber hinaus lassen diese Ansichten nicht auf das Vorliegen von Marktversagen bei der GewĂ€hrleistung der Koexistenz des Anbaus von genetisch verĂ€ndertem und nicht genetisch verĂ€ndertem Mais und Soja in den USA schließen.
