Abstract
Formerly, most music teaching was delivered through song method in vocal music classes in elementary school; only a few high schools had a band and/or orchestra. [...]of unprecedented growth in band programs, one school district stood as a beacon of success in both quality and quantity of instrumental music offerings: the Scarborough Board of Education. Population growth combined with increased attention on arts curriculum in the ensuing decades was partly responsible for the development of band programs at this time. The mixed-use residential and commercial demographic profile of Scarborough cultivated a substantial tax base for the local school board, with a specific percentage of the mill rate allocated to the aforementioned special projects.
