The demand for improvements to detached and row houses is explained across 54 communities in the statistical district of Melbourne, Australia. Of particular interest, communities in Melbourne may tax property either on the basis of site value or capital value, providing a unique laboratory to study the impact of the tax base on improvement behaviour. No significant association is found between the tax base and either the probability of an improvement or its average size. Other results are generally consistent with expectations and with prior evidence.
