This paper presents the fundamental aspects that must be considered to develop online programs. The pros and cons associated with online education are discussed. The resources and requirements (infrastructure, software, tools, and training) needed to develop online degree programs are discussed. This paper provides a survey of tools and software programs available in both the private and public domains. We discuss the fundamental requirements, and the overall effort of implementing online degrees in terms of technology, infrastructure, online course development and faculty training.
