Abstract

The Federal Emergency Management Agency's revisions to existing flood zones and designated floodways have the potential of being viewed as a regulatory taking. Recent changes in flow way designations in southwest Florida have raised this issue. Appraisers may be asked to analyze the change in value. This article provides an example of a before and after approach to valuing an income property subject to a new flood map.
