Abstract
Introduction (excerpt): In 2018, the Trump administration, through the Department of Homeland Security, limited Haitians from accessing the United States’ labor market by terminating two migration programs that benefited Haitian nationals. The administration terminated the H-2 temporary visa program and the Temporary Protected Status (TPS).1 The termination of these programs raised issues concerning the detrimental effect for the Haitian community, the legality of the actions taken by Department of Homeland Security, and the consequences for the U.S. labor market. An examination of Haiti’s relationship with these programs sheds light on the mechanisms involved in frameworks that facilitate a population’s access to the labor market.
